“Wicked” policy issues and tightening government budgets, coupled with increased calls for transparency, accountability, and engagement in the policy process, challenge conventional operations in Ontario’s public sector. Transforming government’s traditional organizational structure, human resource management, and policy innovation can help overcome these challenges.

Tony Dean is a professor at the School of Public Policy and Governance at the University of Toronto. He advises governments and international organizations on public service reform and building capacity for policy-making and delivery.

From 2002 to 2008 Dean was Secretary of the Cabinet and Head of the Ontario Public Service. He has written on public sector leadership and has co-authored a Mowat Centre report on pathways to fiscal sustainability in Canada. In 2012 he authored a report on integrated public service delivery in Commonwealth countries.

Dean has chaired advisory panels on teachers’ benefit plans (2014) Occupational Health and Safety in Ontario (2010) and Business and Human Resource Planning in Canada’s public service (2008).Dean is a columnist for the Toronto Star’s “Queen’s Park Briefing” and has also written for the UK-based Guardian newspaper. He is currently working on a book on public service reform.

Jerrett Myers is a Manager with Deloitte’s Strategy Operations Public Sector Consulting team. Jerrett has 10 years of professional experience in commercial, not-for-profit and government consulting and used to work for the federal government. Jerrett’s work has particularly focused on social services reform and the use of innovative social finance tools. He has been Chief of Staff for Deloitte’s Global Public Sector Industry and is currently leading the firm’s public sector innovation initiative

Sasha Tregebov is a Manager in Deloitte’s public sector consulting practice, based in Toronto. He focuses on program design and evaluation, as well as policy research and analysis. Prior to joining Deloitte, he spent three years working for the Ontario Public Service in a variety of policy roles. I thought he might speak to the role of Behavioural Insights in policy innovation, as he is the leader of Deloitte’s public sector behavioural insights practice.
